
Representative Richard Nagbe Koon’s contentious rise to the speakership has earned him a slew of titles. Liberian journalists have dubbed him the “Majority Bloc Speaker,” while the Liberian populace refers to him as the “RLJ Speaker.” Koon himself prefers the moniker “Regime Speaker.”
However, the Supreme Court of Liberia has now labeled him the “Purported Speaker” after deeming his election process “Ultra Virus.” The court has issued a writ summoning Koon and other members of the House of Representatives to appear before its full bench on March 14, 2025. This summons is in response to a Bill of Information filed by embattled Speaker J. Fonati Kofa and other members of the 55th Legislature.
The writ, signed by Supreme Court Clerk Cllr. Sam Manulu, commands the respondents—including Koon and Deputy Speaker Thomas Fallah—to show cause why the informants’ request should not be granted. Additionally, the Supreme Court has directed the respondents to submit their official returns to the writ.
Brigadier General Amos B. Kesseh Dickson Sr., Marshal of the Court, has been tasked with ensuring that the respondents are served with the writ and that proof of service is duly filed.
